Job Summary
The Senior Program Manager for Food Resources contributes to Manna’s strategic priority to strengthen our services collaboratively with community partners to address food insecurity and community health more effectively. The Senior Program Manager leads this team that implements Manna’s administration of three County contracted programs: Farm to Food Bank, Community Food Rescue, and the Community Food Assistance grant, all programs that supply inventory to our peer providers. These initiatives support local farmers and provide high-quality, local food to residents experiencing food insecurity; reduce wasted food throughout the County and maximize the use of rescued and donated food across Manna’s and its partners’ operations; and offer food purchasing credits to strengthen the capacity of Manna’s peer organizations in the County’s food assistance network.
Primary Duties
- Support and supervise the Food Resource Coordinator and Local Food Resource Specialist in achieving programmatic and individual goals.
- Oversee the development of food sourcing/procurement strategies and work plans for all three Food Resources initiatives that align with contract scopes and work closely with Manna’s Operations team to successfully integrate CFR and F2FB with Manna’s direct distribution programs.
- This integration includes taking the lead on strategy and compliance related to Manna’s grocery store recovery that intersects with Capital Area Food Bank’s Partner Direct efforts in the County.
- Work closely with the County’s Office of Food Systems Resilience to promote compliance with contract terms and other funding agreements related to Farm to Food Bank, Community Food Rescue, and the Community Food Assistance grant.
- Draft criteria and manage compliance for partner “membership” in all three programs (CFA grant, F2FB, CFR).
- Manage and evaluate existing relationships with non-profit and public entities essential to the success of Food Resource initiatives including Capital Area Food Bank, Community Food Assistance grantees; ChowMatch software developer, Tod Hing; So What Else; the County Office of Food Systems Resilience; County Department of Licensure and Regulatory Services; and the County’s Department of Environmental Protection
- Develop annual program budgets and lead team goal setting in collaboration with Program Director.
- Establish and maintain Standard Operating Procedures for key program functions.
- Represent Manna’s Farm to Food Bank and Community Food Rescue programs at in-person and virtual events, on panels, and by participating in relevant task forces and other strategic coalitions that promote local procurement and/or food waste reduction policies.
- Initiate other key strategic partnerships in order to meet program goals.
- Use quantitative and qualitative feedback to measure and evaluate program success and opportunities. Identify and implement programmatic changes to work toward continuous program improvement.
- Research, develop, and execute program enhancements and innovations to match organizational and County-wide goals and priorities.
- Oversee the planning and implementation of Food Waste Prevention Week activities in collaboration with regional partners.
- Contribute to Development and Communications team activities that:
- Inform stakeholders, including donors, of program successes via social media and other channels by providing content and consistently updating Dev/Com about program activities.
- Support revenue generation and program sustainability by regularly sharing program goals, statistics, outcomes, and capacity to ensure accurate information in grant applications and reports and to inform the identification of funding sources.
- Determine if funding opportunities fit with the values and trajectory of the program.
- Assist with program-specific grant applications.
- Ensure tracking and compliance for awarded funding.
Minimum requirements
- Background in food systems, institutional food sourcing, and/or nutrition preferred
- Minimum of 2 years of experience or education in program management and program evaluation
- Minimum of 2 years supervising others
- ServSafe Certification or ability to get certified in the first 3 months on the job.
- Excellent organizational skills and superb attention to detail.
- Strong analytical and problem-solving skills.
- Ability to prioritize and execute on a wide variety of diverse and concurrent responsibilities.
- Interest in and experience with partnership development and management
- Experience working successfully in teams and collaborating with diverse staff and volunteers.
- Proven proficiency with Microsoft Office software suite, especially Excel.
- Strong oral and written communication skills.
- Program delivery experience is an asset.

Job Summary
The Shipping and Receiving Clerk is responsible for receiving all incoming food items and recording this information in the inventory system. They also process and verify all outgoing food shipments, ensuring that all relevant information is accurately logged. Additionally, the Clerk must ensure that all shipping, receiving, and purchasing-manufacturing transactions are recorded and adhere to the FIFO (First In, First Out) inventory rotation principles.
Key Responsibilities
• Receives all incoming food and records the information in the inventory system.
• Verifies all outgoing food shipments and records the information in the inventory system.
• Ensures physical and system inventory accuracy.
• Processes all distribution transactions such as purchase order-manufacturing and sale tickets.
Essential Job Functions
• Receives and records all incoming food products into the inventory system, including food purchases, donated food loads, consolidating walk-in donations, rescued food, farm-to-food bank food, and returned food from Distribution Sites.
• Reviews and confirms the accuracy of receiving documents such as Wholesaler Bill of Lading and Manna’s Driver Logs, notating any discrepancies between purchase orders and received purchased products.
• Collaborates with Warehouse Clerks to determine the appropriate designated location for storing incoming food, ensuring FIFO inventory rotation principles.
• Creates and applies pallet tags to maintain FIFO inventory rotation principles.
• Processes all distribution transactions, including purchase order-manufacturing and sale tickets for all food distribution points (Food for Families, Satellites, SBP, OCP, etc.), ensuring FIFO rotation principles.
• Ensures that all shipping loads match the purchase order-manufacturing and that loads are labeled properly.
• Processes inventory adjustments after Senior Manager of Logistics approval (e.g., damage/dump, etc.).
• Report and record any damaged or spoiled food to the Senior Manager of Logistics.
• Collaborates with Warehouse Clerks and coordinates with the Senior Manager of Logistics on manufacturing food boxes as needed.
• Communicates and collaborates proactively with all Logistics Team members and the Finance Analysts.
Reporting
• Assists the Senior Manager of Logistics and Finance Analyst with month-end inventory reconciliation as needed.
• Identifies and reports inventory discrepancies to the Senior Manager of Logistics.
• Provides Inventory on Hand reports, Sales Order reports, Purchase Order reports, and Price reports as needed.
Minimum Requirements
• Able to lift 50 pounds repeatedly and 75 pounds at one time.
• Ability to operate forklifts and willingness and ability to obtain certification.
• Proficient in Microsoft Outlook and Excel.
• Basic Mathematical and Accounting Skills.
• Experience effectively collaborating with diverse staff and volunteers.
• Ability to multi-task effectively and handle a wide variety of diverse and concurrent responsibilities.
• Detail-oriented and able to complete work in an accurate and timely manner.
